      In China, the development of interior provinces has been a key Communist Party prerogative for more than a decade. In recent years, especially after the global recession exposed the fragility of China's export-oriented growth model, inland development emerged as more than a policy initiative: It is a pressing, fundamental economic imperative. The ‘Guangdong Model’, studied by Professor Zheng Yongnian from the National University of Singapore, might give us some insights. Zheng works in Singapore and remains active in Chinese academia. In , he published an article, ‘Guangdong’s Reform and China’s Future’, on The Phoenix Weekly.

      Yet along with more forceful diplomacy, Beijing has started to proactively promote its model of development. By the early s, China already had developed training programs for foreign officials, usually from developing nations in Africa, Southeast Asia, and Central Asia.
